Overnight Four-Hour Full Closures Scheduled on I-64 East in Hampton for Overhead Sign Installation and Removal

On Aug. 5, contractor crews with the Virginia Department of Transportation (VDOT) are scheduled to implement overnight full directional closures lasting up to four hours each on I-64 east in Hampton to support overhead sign installations and the removal of an existing sign, as part of the Hampton Roads Express Lanes (HREL) Hampton Segment project.

The full four-hour closures will occur one at a time on I-64 east from Settlers Landing Rd./Woodland Rd. (exit 267) to Rip Rap Rd. (exit 265C) and Mallory St. (exit 268), with signed detours in place. All work is weather-dependent.

Motorists are encouraged to use I-664 as an alternate route to avoid the work area when possible and are reminded to use caution when traveling near work zones, obey posted speed limits, follow lane markings and barrier guides, be alert to digital message signs, and drive distraction-free.

I-64 East Closure: Aug. 5 (Backup Date: Aug. 6)

  • I-64 East Full Closure: All lanes on I-64 east will be closed overnight starting as early as Tues., Aug. 5, from 12:01 a.m. to 4 a.m., between Rip Rap Rd. (exit 265C) and Settlers Landing Rd. (exit 267) for an overhead sign installation. A signed detour will be in place, directing motorists from I-64 east to exit at Rip Rap Rd. (exit 265C) and travel to North Armistead Ave. and Settlers Landing Rd. to access the on-ramp to I-64 east.

I-64 East Closure: Aug. 6 and 7 (Backup Date: Aug. 8) 

  • I-64 East Full Closure: All lanes on I-64 east will be closed overnight starting as early as Wed., Aug. 6 and Thurs., Aug. 7, from 12:01 a.m. to 4 a.m. each night, between Settlers Landing Rd./Woodland Rd. (exit 267) and Mallory St. (exit 268) for an overhead sign installation and the removal of an existing sign. A signed detour will be in place, directing motorists from I-64 east to exit at Settlers Landing Rd. (exit 267) and travel to Woodland Rd., Mercury Blvd. and Mallory St. to access the on-ramp to I-64 east.
  • Other Traffic Impacts: Starting as early as 10 p.m. on Tues., Aug. 5 and Wed., Aug. 6, the contractor will begin implementing nightly single-lane closures on I-64 leading up to the full eastbound closures at midnight.

Hampton Roads Express Lanes (HREL) Hampton Segment (Phase 4C) Project

This work is part of the HREL Hampton Segment that includes converting the three existing east- and westbound general purpose lanes on I-64 into one Express Lane, one part-time Express Lane, and two general purpose lanes in each direction. The project will widen I-64, repave the existing lanes, and add an additional 12-foot-wide travel lane in each direction from west of Mallory St. (exit 268) to LaSalle Ave. (exit 265A) for a total of 2 miles. This section of the interstate includes work on six mainline bridges and one pedestrian underpass. The two eastbound bridges over the Hampton River will be replaced, and the westbound Hampton River bridge will be widened and rehabilitated.

The HREL Hampton Segment will ultimately become a part of an overall continuous 45-mile high-occupancy toll Express Lanes network on I-64, from west of Denbigh Blvd., in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As traffic demand continues to increase in the region, incorporating the Express Lanes dynamic tolling model, together with other interstate improvements, provides an additional approach to managing congestion in the long term and providing more travel choices and a reliable travel network for Hampton Roads motorists.   • Brief, intermittent stoppages on I-64 in both directions between Mallory Street (exit 268) and LaSalle Avenue (exit 265) Aug. 4-8 between 12:01 a.m. and 4 a.m.
  • Long-term, single-lane closures on Settlers Landing Road/Woodland Road and the I-64 east off-ramp (exit 267).
  • Long-term, continuous single-lane closure on I-64 in both directions, reducing travel lanes from three to two lanes between Settlers Landing Road/Woodland Road (exit 267) and LaSalle Avenue (exit 265A).

Traffic Shift Scheduled to Begin on I-64 West at J. Clyde Morris Boulevard and on I-64 East at Hampton Roads Center Parkway

Lanes shifted as early as May 19 on I-64 west near the J. Clyde Morris Blvd overpass. Use the shoulder lane when merging to I-64 west from the on-ramp from J. Clyde Morris Blvd. Learn more about two upcoming shifts here. Be prepared for additional delays during high traffic volume times.

Memorial Day 2025 City Closures

In observance of Memorial Day, Newport News will be closing several municipal offices and adjusting hours for public services.

City Offices – Closed Monday, May 26.

City Libraries — Closed Sunday, May 25, and Monday, May 26.

Recreation Centers — Huntington Park Beach will be open Memorial Day Weekend (Saturday, May 25 through Monday, May 27).

Community Centers Brittingham-Midtown, Courthouse Way, Denbigh, Downing-Gross Cultural Arts Center, and Riverview Gymnastics Center. – Closed Monday May 26.

Garbage, recycling and bulk waste collections – No collections on Monday, May 26. All collections for the week will be delayed one day, i.e., Monday’s collections will take place on Tuesday, Tuesday’s on Wednesday, Wednesday’s on Thursday, and Thursday’s on Friday.

There will be NO holiday collection delay for 18-gallon, Black Bin recyclers.

Recovery Operations Center (i.e., convenience/drop-off center) – closed Saturday, May 24 and Monday, May 26.

Peninsula Regional Animal Shelter — (Serves the residents of Newport News, Hampton, Poquoson and York County) — Operating Hours on Monday, May 26, 10 a.m.-5 p.m. for the Reunite Lobby and 12 p.m.-5 p.m. for the Adoption Center.

Street Sweeping on Friday 5/23

It’s been officially spring, and that means it’s time for the city’s annual spring cleaning! The Street Maintenance Division of the Public Works Department began street sweeping operations on Monday, April 8, and will continue through mid-October, weather permitting. Village Green is in Section E from the map. Section E’s scheduled dates are: May 19-23; Jul 28-31; and Oct 13-17. Village Green already has a sign up at our entrance for the streets to be swept Friday, May 23.

Street sweeping plays a crucial role in maintaining the cleanliness of our local waterways by removing accumulated debris and pollutants, such as sand, salt, metals, petroleum products, and bacteria, before they enter the storm drains. This season, the city is deploying ten mechanical street sweepers at regularly scheduled times to clear debris from city-maintained roads. In 2023 alone, 20,085 miles of curbs were swept and 6,558 dump truck loads of debris were removed from city streets.

Please be mindful of the bright signs posted on major streets leading into neighborhoods, indicating temporary parking restrictions for street sweeping.

On street sweeping days, ensure that vehicles, basketball goals, and other bulk items are off the streets by 9 a.m.; parking may resume after 3 p.m.

VGCA Pool Costs Self Managed vs Pool Management Company

I posted a few polls on Facebook to get us all thinking about what it costs to run our pool.

Here are the answers for us self-managing.  Self-managing is 100% volunteer run and maintained, the only personnel costs we have are for the lifeguards.

Chemicals costs = $4500

Lifeguard costs = $16,000

Maintenance, supplies, painting, repairs = average $4500/yr.

Roughly it costs us $25K a year to self-manage our pool and provide a great atmosphere for our families AND also employ 10+ teens and teach them the responsibilities associated with such an important job and often their first job.

Prior to COVID, we were paying $25K to a pool management company to handle lifeguard and chemical costs.  We (volunteers) were handling maintenance, supplies, painting, and repairs when needed.  C OVID was a blessing for us…the pool management company was not going to open us due to unknowns and staffing issues they were having.  The VGCA Board made the decision to self-manage in the summer of 2020 and we had a safe, successful, and wonderful summer escape during the pandemic.

Last summer we had two quotes from local pool management companies and both came back at $46K for lifeguard and chemical costs.  We would still be responsible for supplies, maintenance, and repairs.  That simply is not something VGCA can afford, thus why volunteers are crucial to our pool.

Consider, we have had to deal with incremental increases in minimum wage from $7.50/hr in 2020 to $12.41/hr for 2025.  Nearly a 66% increase.  Pool chemical costs have increase by about 40% since 2020 as well (similar to everyone’s grocery bills).  Yet, we have been able to maintain pool memberships with only a slight increase in costs in those 5 years (approx $50 per membership).

Volunteers are key to the Village Green Community Association and without their help and the continued support of our members, we could not afford to keep the pool open.

So, if you or your family use the pool please consider volunteering time when I ask for help.  In the grand scheme of time enjoyed at the pool, I am only asking for a little bit of volunteer time from you.  Thank you.

For those that are not pool members, please consider joining as it helps us keep the pool open for the this generation as well as the next!  If we do not have enough volunteers or financial support, then the pool may need to be closed and ultimately be filled in similar to other neighborhood pools over the years.

Our pool is in excellent condition and that is due to key volunteers (me, Connor, Ryan G, Ryan L, Peter G, Pete F, Glenn M, and many others) performing significant maintenance and repairs on it over the past 5-7 years.

VGCA Spring Clean Up Sat, Mar 15 230-5pm

When: 

  • Saturday, March 15
  • 230pm-5pm

What:

  • Put pool cover back on the pool (need about 10-15 able-bodied people).
  • Clean up the pool deck rake and bag leaves.
  • Blow leaves away from pool fence.
  • Tarp leaves that are piled up on pickleball court and move them out to the common area and spread.
  • Spread mulch in front flower beds.

Items needed:

  • Rakes, shovels, and wheelbarrows for moving/spreading mulch.
  • Gloves and long pants due to tall brush.

This is a great opportunity for the high school students to get service hours.

James River Bridge Closure 7-10 Mar

The James River Bridge (JRB) will close to northbound traffic from Isle of Wight County to Newport News on Friday, March 7 at 9 p.m. to Monday, March 10 at 5 a.m. The closure is necessary for contractor crews to make repairs to the bridge’s grid deck.

Backup inclement weather dates: This work is weather-dependent. If unable to implement the closures during the scheduled dates above, VDOT will provide advance notice to the public should the contractor need to utilize the following approved backup dates instead: March 14-17, with March 21-24 as a secondary backup if weather impacts continue.

Motorist and Maritime traffic impacts:

Vehicular Traffic: The northbound lanes on the JRB from Isle of Wight to Newport News will be closed. The JRB will remain open to southbound traffic traveling from Newport News to Isle of Wight County.

Maritime Traffic: Maritime traffic will not be affected by the closure.

Primary detour: Traffic on Route 17 from Isle of Wight County headed toward Newport News will be detoured through Suffolk across the Godwin Bridge to the I-664 interchange and the Monitor-Merrimac Memorial Bridge-Tunnel (MMMBT). Alternate routes include Route 460 and the Jamestown-Scotland Ferry.
